How reproducible:
Always

Steps to Reproduce:
1. Create cluster on IBM Cloud via managed service
2. Navigate to firing alerts

Actual results:
Alert firing
"100% of the openshift-apiserver targets in default namespace are down"

Expected results:
No alert is firing.
