    Description

      Description of problem:

      During restart egress firewall acls will be deleted and re-created from scratch, meaning that egress firewall rules won't be applied for some time during restart

      How reproducible:

       

      Steps to Reproduce:

      1. Create egress firewall, restart ovnkube-master
2. grep master leader logs for "Op:insert Table:ACL" after restart
3. The log will be there when the bug is present, and should disappear with the fix
