      * Previously, a control plane machine set replica was considered ready when its backing machine entered the `Running` state, even though the linked node must also be ready for the replica to be considered ready. With this release, a node and its machine must be in the `Ready` state for the control plane machine set replica to be considered ready.

This is a clone of issue OCPBUGS-7989. The following is the description of the original issue:

      Description of problem:

ControlPlaneMachineSet Machines are considered Ready once the underlying MAPI machine is Running.
This should not be a sufficient condition, as the Node linked to that Machine should also be Ready for the overall CPMS Machine to be considered Ready.

Version-Release number of selected component (if applicable):

      4.13
