Description of problem:
In compliance we have two rule first rule "ocp4-fips-mode-enabled-on-all-nodes" will check fips flag enable on each nodes and second rule "rhcos4-enable-fips- mode" instructed fips enable process on each node which is wrong as fips should enable during installation itself.
