Description
Description of problem:
Bootstrapping ALBO on STS cluster chapter is missing a step which is supposed to create aws-load-balancer-operator namespace. Without this namespace the following step which uses ccoctl binary will fail.

1. Follow Bootstraping ALBO on STS cluster chapter
Actual results:
Failure on ccoctl command (step 2 in the docs).
