These two repos still exist but they haven't been used for a long time:

Last commit was ~3 years ago, longer for the upstream repos.
They aren't included in the release payload anymore. They were included in 3.11, but they are not in the 4.5 branch for example:

The image doesn't build anymore apparently, see ci/prow/images in this PR:

We should remove those repos.

1) remove CI config / prow config from openshift/release
2) file a request to remove the github repos
