Tini is not available in rhel9 base

The frr container used by MetalLB (https://github.com/openshift/frr) relies on tini. While testing a build based on rhel9, to anticipate the bump, I found that tini is not available as a package.

This means that we won't be able to migrate the container to rhel9 until it is available.

Use a dockerfile with 
FROM registry.ci.openshift.org/ocp/builder:rhel-9-base-openshift-4.13 
and 
RUN yum install -y tini 

Error: Unable to find a match: tini

tini gets installed as it was on the rhel8 based base

Setting ocp / containers as the component because of https://github.com/openshift/ocp-build-data/blob/0e8f1426bc0bb4b0945042a60ecc5525a50eeedd/product.yml#L770-L771
