1. setup ocp cluster 4.12 (fresh install)

2. run oc must gather command: oc adm must-gather

Actual results:

Operators: clusteroperator/console is degraded because ConsoleNotificationSyncDegraded: Delete "https://172.30.0.1:443/apis/console.openshift.io/v1/consolenotifications/cluster-upgrade": dial tcp 172.30.0.1:443: connect: connection refused

Expected results:

ClusterOperators: All healthy and stable
