      Description of problem:

      Fix the VolumeSnapshot CRUD flaky test failures: 
This change directly addresses the VolumeSnapshot CRUD test failures by:
  - Root cause: Tests fail on GCP because CSI storage classes aren't available
  - Solution: Skip tests on non-AWS platforms where feature isn't supported
  - Coverage maintained: Dedicated snapshot tests still run on AWS (snapshot.cy.ts)
