This is a clone of issue OCPBUGS-77868. The following is the description of the original issue:

Remaining images with > 200KB in /var/cache

driver-toolkit => 14M

libvirt-machine-controllers => 11M

networking-console-plugins => 9M

While these images don't have a huge amount of data in those locations we believe that the size of dnf cache can vary from build to build based on unknown inputs. So we should ensure that we clean up /var/cache/dnf

Since we're addressing multiple components here I'm putting this under the Release component.
