Description of problem:

Trying to install HCP kubevirt dual-stack cluster having IPv6 public networks in ClusterNetwork and ServiceNetwork causes the kube-apiserver deployment to be updated continuously and generating too many replicasets.

Steps to Reproduce:

    1. Install dual-stack HCP with IPv6 public networks for ClusterNetwork and ServiceNetwork
    2. Verify the kube-apiserver pods continuosly restarting.
    3.

Actual results:

HCP installation fails.

Expected results:

HCP installation completes without issues.
