We are awaiting a proposed fix in https://github.com/openshift/release/pull/75401.

Root cause: squid proxy changes disallowed HTTP GET. Results in HTTP 403 seen across ipv6 and baremetal tests.

The following test is failing more than expected:

[sig-network-edge][Conformance][Area:Networking][Feature:Router] The HAProxy router should be able to connect to a service that is idled because a GET on the route will unidle it [Suite:openshift/conformance/parallel/minimal]
