On clusters with Developer view enabled, navigating to "Developer" > "Project" > "Project access" and trying to add, change or remove access grays out the "Save" button after an apparently indeterministic amount of seconds and makes saving the changes impossible. Addditionally, the following message is displayed:

  This list has been updated.
  Click reload to see the new list.

When clicking "Save" before the "Save" button is grayed out and the message appears, the following error message is displayed:

  An error occurred
  too much recursion

Always

1. In the "Developer" view, navigate to "Project" and open "Project access"
2. Either
   a. Click "Add access"
   b. Modify an existing list entry
   c. Remove an existing list entry
3. Wait

After some time, the message

  This list has been updated.
  Click reload to see the new list.

is displayed, the "Save" button is grayed out and both the "Save" and "Reload" buttons do not react to mouse clicks.

The message

  This list has been updated.
  Click reload to see the new list.

does not show up and modifying a project access list and saving it is possible at any time.

Maybe related to this is the error message

  An error occurred
  too much recursion

which is displayed when the "Save" button is clicked before it is grayed out.
