Description of problem:
Got a “404: Page Not Found” error when refreshing the "User Management" page in ACM Hub

How reproducible:
Steps to Reproduce:
1. Enable fine-grained RBAC 2. Navigate to any page under Fleet Management > User Management 3. Refresh the page
Actual results:
Get a “404: Page Not Found” error when refreshing. Usually the page will then load after a brief delay.
On the User Mangement pages, the problem occurs on nearly every refresh.
The same issue can also occur when refreshing from the “Core Platform” page, for example:

However, it does not appear as frequently as when refreshing from the “User Management” page.

Expected results:
No 404 should be displayed, even briefly.
