Description of problem:
During an OpenShift upgrade, the OVN control plane logs repeated warnings indicating it cannot find the k8s.ovn.org/node-encap-ips annotation for infra nodes, despite the annotation being present on the node. Resolves after draining the node or after ovnkube-node fully reconciles.
