Description of problem:

 In 4.20.8 For Non-admin users having their own projects and alerts (prometheus rules and alerting rules) can be seen in Developer View > Observe has below tabs: Events  | Alerting Rules | Alerts |  Dashboard | Logs | Metrics | Silences    


But after upgrade to version 4.20.12 ==> Developer View > Observe has below tabs: Events  | Logs

How reproducible:

    Everytime

Steps to Reproduce:

    1. On 4.20.8 cluster Create nonadmin user using htpaswd
    2. Login as user Project, alerting rules, Prometheus rules
    3. Make sure to capture Tabs in Developer View > Observe
    4. Upgrade cluster to 4.20.12 Login as  nonadmin user Go to  Developer View > Observe

Actual results:

    Missing tabs

Expected results:

    tabs should be there
