/etc/NetworkManager/dispatcher.d needs to be relabeled during pivot from 8.6 to 9.2

    Description

      While chasing OCPBUGS-7293 (RHCOS 9.2 Failing to Bootstrap on Metal, OpenStack, vSphere (all baremetal runtime platforms)) it appears that one of the contributing factors is that /etc/NetworkManager/dispatcher.d/ context changed between 8.6 and 9.2. However upon pivoting from 8.6 boot image to 9.2 this path is not relabeled.

      Relabeling this path at least allows the kubelet to start.
