Description of problem:

In <=4.20, there exists a machine count conditional that has caused some confusion in the MCN GA and bug fixing efforts. While it's accuracy and purpose has been questioned in a few occasions, the conditional has remained due to its historical performance and to keep the scope of changes appropriately sized. This bug should aim to update the main `calculateStatus` function to be clearer.

Note that the `calculateStatus` function was refactored slightly in 4.21, so this bug only pertains to <=4.20.
