[hypershift-oadp-plugin] Restoration from backup results in TLS issues for ~30 minutes

      Description of problem:

          Following a restore using the hypershift-oadp plugin, the control plane is unreachable for ~40 minutes with 1 out of the 3 etcd pods in CrashLooping. 
      
      After roughly 40 minutes, this issue self-resolves, the third etcd pod is able to make it into the Running phase and the cluster is reachable again.

          1. Tear down control plane resources
          2. Restore backup

       Control plane unreachable for ~40 minutes following the restore.

       Control plane reachable after the backup is restored
