Description of problem:

control-plane-operator pods are frequently restarting due to Deployment being constantly updated

Version-Release number of selected component (if applicable):

OCP 4.20.10 - disconnected environment using mirror registry

How reproducible:

100% in customers environment

Actual results:

control-plane-operator pods constantly restarting due to Deployment being updated endlessly

Expected results:

control-plane-operator pods do not restart unless necessary

Additional info:

control-plane-operator Deployment = generation: 109920

HCP release image points at mirror registry directly not quay.io

hypershift.openshift.io/release-image: mirror.registry/ocp4/openshift/release-images:4.20.10-x86_64

Looks to be same cause as https://issues.redhat.com/browse/OCPBUGS-60185
