[4.21] BMO fails to start servicing despite updates to HFC spec

      Description of problem:

       When an attempt to update firmware on a BMH is made through setting HFC:spec:updates the BMH never enters servicing, despite HostUpdatePolicy being set to onReboot and a reboot annotation being set

      How reproducible:

       intermittent

      Steps to Reproduce:

          1. create a hostUpdatePolicy for a BMH and set it to onReboot
    2. set HFC:spec:update field to valid firmware images for the BMH
    3. set reboot annotation, observe status

      Actual results:

       BMH never enters servicing

      Expected results:

       BMH enters servicing and attempts firmware update
