Description of problem:

    According to the IO design mechanism, whenever there is an upload failure, the IO condition should display the `UploadDegraded` field.

How reproducible:

    Run the cases in the cluster with DataGather CR enabled.

Steps to Reproduce:

    1. Run the test_insights_operator_disabled_invalid_token
    2. Check its result.

Actual results:

    2. The case failed.

Expected results:

    2. The case passed.

Additional info:

    Both the `test_unreachable_host` and `test_io_is_degraded_and_then_disabled` have the same failures.
