RHEL-76757 removed kernel-rt-kvm from 9.7 as well as el10 which previously made the logic conditional on RHEL10 in OCPBUGS-62925 here

I suspect we can just remove this entire code block now unless there's a situation in which 4.22 MCD would run on 9.6 or earlier RHCOS when RT kernel is requestion.

Also, we need to remove it when upgrading from 9.6 to 9.8 or does that happen automatically?
