4.21 enables short name mode by default

      This is a clone of issue OCPBUGS-75916. The following is the description of the original issue:

      Description of problem:

          When I upgrade from 4.20.z to 4.21.0, the short name mode gets updated to enforce, which means if an image is using a short name (unqualified search, without a domain name) and there are multiple possible sources, cri-o now fails to pull

      Version-Release number of selected component (if applicable):

          4.21.0

      How reproducible:

          100%

      Steps to Reproduce:

          1. upgrade from 4.20 to 4.21
          2. attempt to pull an image in both registry.access.redhat.com and docker.io (like nginx:latest)
      
      

      Actual results:

        see error Failed to inspect image "": rpc error: code = Unknown desc = short name mode is enforcing...".      3.     

      Expected results:

        no error

          this ticket will be closed, it's just paperwork fodder for the 4.20.z variant, where it will be fixed
