OVE SaaS UI: Next button is disabled on Optional configurations page

      Description of problem:

          On the SaaS UI for OVE, the next button is always disabled on the Optional configurations page. As the page says all the visible fields are optional, it should not block users to move to next screen.

          Always

      Steps to Reproduce:

          1. Launch OVE SaaS UI for 4.22
    2. Select "I'm installing on a disconnected/air-gapped/secured environment"
     3. Go to "Optional configurations" page. Do not enter any inputs as all the visible fields are optional
    

      Actual results:

          next button is disabled

      Expected results:

          As the page says its optional configurations, next button should not be disabled
