Target scrape failures for olm-operator and catalog-operator services

      Description of problem:

      For a newly created ROSA HCP 4.21.0 cluster, we get alerts for not being able to scrape the targets for olm-operator and catalog-operator. The Prometheus console showing the status of targets shows following error:

      Error scraping target: server returned HTTP status 401 Unauthorized 

      Would be great to know if there are 4.21.0 changes which might have caused this issue.

      4.21.0    

      How reproducible:

          Everytime

      Steps to Reproduce:

          1. Install new 4.21.0 ROSA HCP cluster
          2. The management cluster will fire HCPPrometheusServiceMonitorDown alert for both the endpoints    

      Actual results:

          Error scraping target: server returned HTTP status 401 Unauthorized 

      Expected results:

          Target scrape works fine
