OpenShift is randomly spinning up huge number of pods

      Description of problem:

      OCP 4.10.12 in disconnected mode, customer observe some deployment automatically scaled itself to huge numbers, while `replicaSet` is set to 1, this was observed in multiple namespace.
      
      All the new scaled pods of the affected deployment started on a single worker node, while the original running pod is running on a different node
