      Description of problem:

      PTP Operator version: 4.14.0-202601300118
      helix73 BC HA config
      
      Problem was detected during CI test should have no effect when Boundary Clock master interface goes down and up [49734, test_id:49734]
      
      When the second BC master interface (ens2f1) was taken down at 10:25:18.645, a HOLDOVER event was generated at 15:25:19

      Steps to Reproduce:

          1. In a BC HA environment, take down one master BC interface
          2. Watch cloud-event-proxy for state changes
          

      Actual results:

          HOLDOVER event is sent

          Clocks should remain locked
