oc-mirror documentation is missing release signature application step

      Description of problem:

      The current documentation for using oc-mirror seems to be missing information about applying a release image signature to the disconnected cluster they are mirroring images to.

      1. Go to linked doc page
2. Search for steps to apply release signature
3. Notice that these steps are missing

      Expected results:

      There should be instructions for applying the signature to a cluster when using oc-mirror
