In the z-stream where the root cause of https://issues.redhat.com/browse/OCPBUGS-74899 is fixed, removed the notes introduced to just 4.21 on https://github.com/openshift/openshift-docs/pull/105857

The root cause for CRO is https://issues.redhat.com/browse/OCPBUGS-74224. Confirm that the DPU operator has also been fixed.
