ptp-operator.v4.21.0-202601292040

Bug is observed during test "should add leap event announcement in leap configmap when removing the last announcement", polarion.ID("75325")
Last announcement in leap file is deleted and linuxptp-daemon is restarted. It is expected that the last announcement in the leap file configmap will be the current date. Instead, an announcement is added for 28 Nov 2021.
