      Description of problem:

      https://github.com/openshift/openshift-docs/pull/55665 adds support to multi-arch. We need to use --keep-manifest-list when mirroring multi-arch payloads. Such as:

oc adm release mirror -a ./config.json --from=quay.io/openshift-release-dev/ocp-release:4.12.2-multi --to=quay.io/openshifttest/ocp4/openshift4 --to-release-image=quay.io/openshifttest/ocp4/openshift4-release-images:4.12.2-multi --keep-manifest-list
