Description of problem:

    When mirroring the SMB CSI driver operator to an offline registry, the "csi-resizer" uses "latest" as a tag instead of a digest like the other images in the deployment.

This creates two problems:
- It's not possible to mirror the images through the configuration current configuration of offline+proxy model.
- Creates uncertainty as unwanted updates will get through the system

    1.Mirror the operator in offline registry

Actual results:

    The "csi-resizer" image always download the latest tag instead of a specific digest

Expected results:

    To download only the appropiate image
