As we approach OCP5.0 support, we need to give best possible guidance when we identify incompatible maxOcpVersion settings for installed operators, specifically when we identify which minor/major upgrade targets are blocked. 

For 4.22 we implemented a solution specific to the 4.22-->5.0 and 4.22-->4.23 migration paths, but we need to have better understanding of the supported matrix in order to improve 4.23 messaging.
