Description of problem:
The Assisted Installer wizard does not allow to provide a custom NTP configuration before the host discovery, causing the installation to be blocked for "Insufficient" conditions in case the time of the hosts is not synchronized and the default NTP servers are unreachable in the destination environment.

Steps to Reproduce:
1. Start a cluster creation.
2. Try to change the NTP configuration before Host Discovery
3.
Actual results:
If the default NTP servers are unreachable the Host Discovery may fail with "Insufficient" conditions if the clock of the machines are not synchronized. And the installation is blocked.
Expected results:
Possibility to configure NTP before the host discovery in order to allow the installation.
Additional info:
The existing workaround it to access the hosts booted with the discovery ISO and correct the time.
