cluster-capi-operator fails to start with a controller-runtime error about failure to initialise an informer cache. The root cause is that the CRDs are installed by the installer controller, which is prevented from running because we cannot initialise the watches of the CoreCluster and InfraCluster controllers until the CRDs are installed.
