This is a clone of issue OCPBUGS-74139. The following is the description of the original issue:

Description of problem:

The _stackmanager binary was removed in libreswan 5.3 and is no
longer required for prerequisite checks. so IPsec pod must conditionally
runs _stackmanager only when the binary is present on the system.
