Before this update, a runtime error prevented an egress ip address from being created in an OpenShift cluster on Microsoft Azure. With this release, a code fix resolves the runtime error. As a result, an egress ip address can be created in an OpenShift cluster on Microsoft Azure. (link:https://issues.redhat.com/browse/OCPBUGS-73750[OCPBUGS-73750])

Description of problem: Unable to create egress ip in openshift cluster on azure

The customer was trying to deploy egress ip on the cluster, but it was not getting successful. The cloud network config controller pod was going into crashloopbackoff showing the error after setting up the annotation cloud.network.openshift.io/egress-ipconfig:

panic.go:261] Observed a panic - panic: runtime error: invalid memory address or nil pointer dereference

      The cluster version is 4.18.28
