Standard boot image updates are support for AWS, GCP, Azure and vsphere platforms. This is enforced via a VAP: https://github.com/openshift/machine-config-operator/blob/main/manifests/machineconfigcontroller/update-bootimages-validatingadmissionpolicy.yaml

We should add a new VAP that only permits setting CPMS for boot image configuration for AWS, GCP and Azure platforms.
