Description of problem:

When deploying a workload that makes use of cpuset.cpus.exclusive, it fails

Version-Release number of selected component (if applicable):

4.18.11

How reproducible:

Happens always with this particular workload using helm chart

Steps to Reproduce:

1.Deploy the workload by using the customer helm chart

Actual results:

Error: failed to run pre-start hook for container "ctr-du-vppxx": set CPU load balancing: failed to write "7-16": write /sys/fs/cgroup/kubepods.slice/kubepods-podbf0bb53f_790a_4f26_ada7_52axxxxf43c.slice/crio-ctr-du-vppxx.scope/cpuset.cpus.exclusive: invalid argument

 Pods can be deployed successfully
