Description of problem:
e2e test "[sig-storage] Pod Disks [Feature:StorageProvider] [Serial] attach on previously attached volumes should work [Skipped:NoOptionalCapabilities] [Suite:openshift/conformance/serial] [Suite:k8s]" consistently fails in pull-ci-openshift-ovn-kubernetes-release-4.17-e2e-aws-ovn-serial job.
The root cause is https://github.com/openshift/release/commit/f9e5738d459a679ac561c88133df1f468418877e. The test was skipped when e2e-aws-ovn-serial ran in 2 zones. Now it runs in a single zone and the test runs. The test has no chance of success, openshift-tests lost its capability to create AWS volumes in OCP 4.14. We need to skip it explicitly
