Description of problem:
https://reportportal-openshift.apps.dno.ocp-hub.prod.psi.redhat.com/ui/#prow/launches/1578/823195 this prow job failed and i try to reproduce. finally i found the installation behind proxy will failed when enable TP in 4.22. the bootstrap was failed, the master machines was created but can't fetch the ignition. The machine-config-controller has been continuously rolling back.

How reproducible:
install cluster enable TP and proxy.
Steps to Reproduce:
1.install a cluster behind proxy and enable tp.
