Description of problem:
The unnecessary steps bring some troubles to OEM,and it have been corrected from 4.18-4.20, so could it possible be removed from 4.15/4.16/4.17? The "Disaster recovery" procedures in ocp 4.16, In section: "Restoring to a previous cluster state" procedure~~~Delete and re-create other non-recovery, control plane machines, one by one.
