Description of problem:
cluster install failed and worker machines stuck in Provisioned on proxy + techpreview cluster, this is a regression issue. (On 4.21, proxy + techpreview cluster installed successfully, but there is some mapi2capi conversion issue.) It shows some error in the system log of the worker instances, like [ 3762.229575] ignition[787]: GET error: Get "https://api-int.huliu-aws0107d.qe.devcluster.openshift.com:22623/config/worker": dial tcp 10.0.69.68:22623: connect: connection refused

1.Install a proxy + techpreview cluster, we use automated template, ipi-on-aws/versioned-installer-customer_vpc-http_proxy-ci with feature_set: "TechPreviewNoUpgrade"
2.The cluster install failed
