      Remove the Cgroupsv1 references from the code for clusters > 4.19

      • Configuring Cgroupv1 has been removed from OCP 4.19
      • It is safe to remove the checks and validations related to cgroupv1 from the operator status
      • Remove references from MCO, NTO and the API repositories

      This would need changes in OCP 4.20, OCP 4.21
