Description of problem:

Unable to generate must-gather in OCP version 4.16.x

How reproducible:

    100%

Steps to Reproduce:

1. Install a OCP cluster version 4.16.x
2. Create a must-gather using below command:

$ oc adm must-gather

3. Returns below error:

pods "must-gather-" is forbidden: error looking up service account openshift-must-gather-xxxx/default: serviceaccount "default" not found 

  Manually generating must-gather using below command also did not help:
  [+] https://access.redhat.com/solutions/5909491

    Unable to generate must-gather
