Description of problem:
When JobSet is deployed through UI, JobSetOperator seems to be created with wrong/missing information when Form View option is choose.

How reproducible:
Install JobSet from Software Catalog, then Create a JobSetOperator using Form View option.
Steps to Reproduce:
1. On OCP go to Software Catalog and install JobSet
2. Go to Installed Operators > Select Job Set Operator > Select Job Set Operator tab
3. Click on Create JobSetOperator > Form View > Create
4. Check the options
Actual results:
"example" is the default name for JobSetOperator and, managementState is in blank.
Expected results:
I'm not sure if "example" should be the default name for JobSetOperator (usually is "cluster") and managementState I guess should be Managed (or some other value but not empty).
Additional info:
When it's tried to create a new JobSet with Kueue, creation fails due to the error "Error from server (NotFound): error when creating "jobset_sample.yaml": the server could not find the requested resource (post jobsets.jobset.x-k8s.io)".
