Description of problem:
Image Based Upgrade doesn't work on a Single Node cluster node when its br-ex was previously customized using the flow described in https://access.redhat.com/solutions/7111563

1. Install SNO
2. Customize the br-ex using he flow described in https://access.redhat.com/solutions/7111563
3. Run IBU
Actual results:
IBU fail - ovs-configuration.service fail
Expected results:
IBU succeeds
Additional info:
The failure reason is incompatibility between the way IBU operates compared to the br-ex customizing flow. during IBU, lifecycle agent copies system connection files from one stateroot to another, assuming these connections don't include br-ex customizations. With the new br-ex customization flow, br-ex customization nmstate is applied during boot and persistent connection files are stored. These are later copied by IBU and fail ovs-configuration.service. Note - there could be also impact on IBI if clusters with customized br-ex were used to generate seed image
