[release-4.21] Navigation using tabs on Installed Operators > packageserver > PackageManifest details does not work

      This is a clone of issue OCPBUGS-68376. The following is the description of the original issue:
      —
      Description of problem:

      When trying to navigate to the YAML, Resources, or Events tabs on the Installed Operators > packageserver > PackageManifest details, the page is redirected to the Operand details page and the new tabs there do not work.

      4.22.0, 4.21.0

      Always

      Steps to Reproduce:

      1.  Visit k8s/ns/openshift-operator-lifecycle-manager/clusterserviceversions/packageserver/packages.operators.coreos.com~v1~PackageManifest/3scale-operator/
2.  Click "YAML" tab
3.  Note the page changes to Operand details and features different tabs
4.  Note the YAML editor never loads and none of the other tabs after YAML do either
