Description of problem:

Recent failures on CI occurred due to CNV bug that is being addressed, we see that the wrong CNV version is installed in the following release-4.21 periodic jobs:

• e2e-metal-ipi-ovn-bgp-virt-dualstack
• e2e-metal-ipi-ovn-bgp-virt-dualstack-techpreview
• e2e-metal-ipi-ovn-bgp-ipv4
• e2e-metal-ipi-ovn-bgp-virt-ipv4-techpreview
